English version 8th May 2000, Saint Martin, French West Indies Un réseau de mobile DECT et une boucle locale radio DECT sous les tropiques En plein coeur des Caraïbes, sur la petite île Franco-Hollandaise de Saint-Martin, un réseau mobile à la norme DECT a vu je jour au mois de juillet 1999. La société Française DAUPHIN TELECOM, installateur en téléphonie privée sur cette île depuis 15 ans, a eu l'idée d'utiliser la technologie DECT pour créer son propre réseau de mobilité et a obtenu en 1988, une licence auprès de l'.A.R.T le régulateur français. La couverture est effective sur les principales zones habitées, soit environ 10km2 sur les 55km2 que compte Saint-Martin partie française. Le nombre d'abonnés est actuellement de 800 malgré l'existence sur ce même territoire de 3 autres réseaux mobiles. L'un très ancien utilisant la technologie AMPS et qui compte 11000 abonnés, le second plus récent en D-AMPS qui compte 5000 abonnés, et le dernier en date le réseau GSM Améris de France Télécom. DAUPHIN TELECOM a voulu innover pour s'imposer sur ce marché très concurrentiel en proposant l'abonnement MAESTRO qui connait un vif succès. En effet cet abonnement permet à l'utilisateur de téléphoner en mobile au prix du téléphone fixe. Pas de surcharge donc en mobile. De plus les communications sont gratuites entre les postes d'un même groupe d'utilisateurs (famille, entreprise ...) grâce aux fonctions centrex. Les postes s'appellent entre eux sur un chiffre et les utilisateurs adorent cette simplicité. DAUPHIN TELECOM utilise un réseau Siemens DECTlink en version CTM et un commutateur EWSD. Le nombre actuel de bornes DECT est de 130 et il devrait passer à 300 à terme. Les mobiles utilisés sont des Gigaset Pocket de Siemens. DAUPHIN TELECOM est à la recherche de répéteurs DECT pour étendre son réseau dans les zones de faible densité d'habitants. Récemment DAUPHIN TELECOM a obtenu une licence fixe et utilise l'infrastructure de son réseau DECT pour raccorder ses abonnés fixes sous 48 heures, grâce à l'utilisation de RNT-1 (1 ligne) et RNT-4 (4 lignes). Une grande première car les stations de base DECT sont à la fois utilisées pour les mobiles et pour les lignes fixes. Plus de 100 entreprises sont déjà raccordées au réseau de DAUPHIN TELECOM dont une majorité d'hôtels et cette offre connait un vif succès. DAUPHIN TELECOM est le premier opérateur en France à exploiter commercialement une boucle locale radio à la norme DECT et son réseau public mobile DECT est le plus important au monde. 8th May 2000, Saint Martin, French West Indies A DECT Mobile & Fixed Network in the Tropics In the middle of the Caribbean, on the small French and Dutch island of Saint Martin, a mobile network using DECT standards was born in July 1999.The French company DAUPHIN TELECOM, specialist in PABX installation and services on this island for 15 years, had the idea to use DECT technology to create its own CTM (Cordless Telephony Mobility) network, and has obtained in 1988, a license from the A.R.T (the French regulator). The coverage is available on the principal inhabited zones, that is to say approximately 10km2 on the 55km2 of the French side. The number of subscribers is currently 800 in spite of the existence on this same territory of 3 other mobile networks. One having 10 years old using the AMPS technology and which count 10000 subscribers, another 3 years old recent using D-AMPS which have 5000 subscribers, and the latest to date a GSM network called Ameris from France Telecom. DAUPHIN TELECOM had to innovate to take a place in this very competitive market by proposing mobile communications at the same price as fixed telephone, which has resulted in great success. Moreover communications are free between mobiles of a same user group (family, business ...) and the users adore this simplicity. They call each other on one digit using the INTernal key of their DECT phone.DAUPHIN TELECOM network infrastructure is using a DECTlink system from Siemens in CTM version connected to an EWSD public switch, one of the most popular in the world. The current number of DECT base stations is 150 along the streets and the roads, and it should pass to 300 in the long term. Handover is available. The mobiles used are Gigaset Pocket from Siemens.DAUPHIN TELECOM is looking for DECT repeaters from another manufacturer to extend its network in low density of inhabitants areas. In March 2000, DAUPHIN TELECOM obtained a license for fixed telephony, and uses the infrastructure of its DECT network to connect fixed subscribers within 48 hours, thanks to the use of RNT-1 (1 line) and RNT-4 (4 lines). A unique event, because the DECT base stations are used not only for mobile subscribers but also for fixed lines. More than 150 companies are already connected to this DECT wireless local loop network, including a majority of hotels. DAUPHIN TELECOM is the first operator in France to use commercially a wireless local loop network using DECT standards, and its DECT public mobile network is the largest in the world behind FIDO in Italy.
